Cindi M. Quay was born and raised in Ohio.  She joined the United States Marine Corps in 1982 and after being stationed at Marine Corps Air Station, Cherry Point, North Carolina in 1983 has resided in North Carolina ever since.  She met and married her husband, Malcolm Quay, also a former Marine, and together they have a daughter.

After receiving an Honorable Discharge from the Marine Corps in 1987, Ms. Quay worked as a secretary in New Bern.  She received her B.A. in Criminal Justice from North Carolina Wesleyan College in 1994.  She then worked as a paralegal for several years before attending law school at North Carolina Central University in 1997.  She was admitted to the North Carolina bar in 2000.


Ms. Quay was employed as an Associate Attorney with Ward and Smith, P.A. from 2000 to 2006.  In 2006 she opened her own law office and began focusing her practice primarily on family issues.  Ms. Quay spent a year and a half as the Attorney Advocate for Carteret County representing Guardian ad Litems who volunteered their time to advocate for children in Court.  In 2012, Ms. Quay was appointed Public Administrator for Craven County, North Carolina.  As Public Administrator, she gets appointed to act as a Guardian for minors or for persons declared legally incompetent.  She also gets appointed to act as Administrator in Estate matters when needed.


Ms. Quay is a member of the North Carolina State Bar, 3B Judicial District, North Carolina Bar Association, and Craven County Bar Association.  She served as Vice President/Treasurer of the Craven County Bar Association from 2007-2008 and President of the Craven County Bar Association from 2008-2009.

From 2002 to 2012, Ms. Quay served as a member and officer of the Board of Directors for the Community Coalition Against Family Violence, now known as Promise Place.  Promise Place is a non-profit organization that serves the community by providing assistance for survivors of sexual assault.
