Biography

Cindi M. Quay joined the United States Marine Corps out of High School and received an Honorable Discharge in 1987. She obtained a B.A. in Justice and Public Policy at North Carolina Wesleyan College at Rocky Mount in 1994. After working as a paralegal for several years, she decided to attend law school at North Carolina Central University in 1997. Cindi was admitted to the North Carolina bar in 2000.

From 2000 to 2006, Cindi was employed as an Associate Attorney at Ward and Smith, P.A. in New Bern, N.C. During her employment with Ward and Smith she practiced in the areas of general litigation, employment law and family law. In 2006, she opened her own practice in New Bern, N.C. She built her practice focusing primarily on family law, estate planning and estate administration. In 2012, Cindi expanded her firm, hired an Associate Attorney, and changed the firm name to Quay & Associates, P.A.

In October 2012, Cindi was appointed Public Administrator for Craven County, North Carolina. Her role as a Public Administrator has further expanded into Pamlico County. Cindi's practice is now focused in the areas of Estate Administration, Estate Planning, Guardianship, and Elder Law.

In addition to her Estate practice, Cindi has been the Attorney Advocate for the Judicial District 3B Guardian ad Litem Program since 2017. She represents children in Carteret, Craven, and Pamlico Counties who have been displaced from their parents due to abuse or neglect.
